Dr hab. Robert Kupiecki

Undersecretary of State at the Ministry of Foreign Affairs. An experienced career diplomat with many years of service, Ph.D. scholar with habilitation in political science.

Career diplomat, since 1993 member of Polish Foreign Service.

Since January 2024, undersecretary of state at the Ministry of Foreign Affairs.

Undersecretary of National Defense (2012 – 2015), Ambassador to the United States of America, the Commonwealth of Bahamas and observer to the Organization of American States (2008-2012), Director of Security Policy Department, MFA (2004-2008), Deputy Ambassador to NATO (1999-2004), Deputy Director, European Institutions Department (1997-1999). He also held a number of junior and mid-lever foreign service leadership positions.

He has a vast experience in multilateral diplomacy, international organizations, transatlantic relations, security and defense policy. In 1990’s he participated in Poland’s accession process to NATO, and later-on negotiations on the location of the US missile defense shield in Poland.

As Undersecretary of National Defense, he was responsible for defense planning and national security strategy, NATO and EU affairs, and international contacts of the Ministry of Defense. In this capacity he was i.a. co-chair of US-Poland Joint Committee for Military Affairs and US-Poland High Level Defense Group. In 2013-2014 he led the inter-agency strategy group tasked with drafting National Security Strategy of the Republic of Poland (adopted by the President of Poland in November 2014).

Ambassador Kupiecki graduated with distinction from the Faculty of History at the University of Warsaw (1991), the National School of Public Administration (1994). He also studied in the Geneva Center for Security Policy (1996-1997). Since 1998 he holds his Ph.D. in international relations (University of Warsaw). In 2011 he received his habilitation from Institute of Political Sciences, Polish Academy of Sciences.

From 2012-2016 he worked as associate professor at the National Defense University in Warsaw, teaching international security, modern diplomacy and foreign policy. From 2017, associate professor at Warsaw University (Faculty of Political Sciences and International Studies).

Married, two children.
